24. Responsibilities of different workplace
parties for occupational safety and health
The Employer’s Obligations
The employer is responsible to take care of own employees safety while at work, as
well as make sure that the work does not endanger their physical and mental health.
The employer is required to consider the circumstances related to the work, working
conditions and other aspects of the working environment as well as the employees’
personal capacities.
Employers are required to continuously monitor the working environment and provide
supervision at work. Supervisors must be aware of employees work abilities. Any
problems and violations must be interrupted immediately. When necessary, employers
should also take measures to clarify and eliminate the risk factors. The use of the
preventive measures is to be the main target. The risk level must be reduced as low as
reasonably practicable.
Shared workplace
The regulations at the common workplace aim to safe coordination of work. At the
shared workplace each employer is primarily responsible for the safety of his own workers.
He is responsible to oversee and control their work.
The client company is functioning as a host at the shared workplace. Therefore, if necessary,
they do also have the right to deal with the actions of their own workers, as
well as of the subcontractor’s workers, if these actions cause hazards or risks to safety
or health.
Client
The client should ensure that the supplier has received all necessary information and
instructions regarding the workplace’s hazards and dangers. The client is responsible
to arrange cooperation in safety matters at the shared workplace.
The client is responsible for:
the orientation to the shared workplace
the coordination of the activities at the workplace
the arrangements for traffic and movement at the workplace
the general planning of the workplace, and its general order and cleanliness
the general safety and health of the working conditions and
the working environment
